boards: arm: xiao_ble: add blackmagicprobe runner 



Enable using a BlackMagicProbe for flashing and debugging XIAO BLE
boards.

Tested successfully with BMP 1.9.2 running on ST-Link/v2 against a
`xiao_ble` board.
