drivers: ptp_clock_nxp_enet: avoid configuring IRQ handlers again 



Converted ENET_Ptp1588Configure to ENET_Ptp1588StartTimer during reset.
This is to avoid configuring IRQ handlers again in hal driver with
ENET_Ptp1588Configure.
