drivers: misc: ethos_u: Create the ethos_u_common for every vendor

Seperate the ``ethos_u_common`` for every vendor and
``ethos_u_arm`` for sepcific Arm's boards. Enable vendors
to self-configure the init flow and IRQ handler.
