drivers: timer: silabs: Add sleeptimer timer driver

Add OS timer implementation making use of the Sleeptimer HAL.
Sleeptimer integrates tightly with the Silabs Power Manager HAL,
and must be used as the OS timer to achieve optimal power consumption
when using the radio.
