drivers: video: stm32: dcmipp: ensure RESET/PINCTRL are selected

stm32 dcmipp driver requires a reset control and pinctrl
(depending on the configuration) hence ensure that
CONFIG_RESET and CONFIG_PINCTRL are properly selected to allow
proper build.
