MAINTAINERS: Update Renesas ranges area delimitations 



Create RA & RZ Renesas areas to maintain from previous
"Renesas platforms" area.
Moved rzt2m dtsi from R-Car to RZ area.
Add @soburi as Renesas RA maintainer.
