bluetooth: controller: Made BT_CTLR_RX_PRIO_STACK_SIZE non-hidden 



Added prompt to BT_CTLR_RX_PRIO_STACK_SIZE, allowing vendor specific
configuration of high priority Rx thread stack size for
!SOC_COMPATIBLE_NRF.
