Bluetooth: ipsp: Enable CONFIG_BLUETOOTH_SHELL

This enabled testing CONFIG_BLUETOOTH_SHELL with configuration other
than btshell and enables ipsp sample to use bt shell module which
allows to disconnect, print metrics, etc.
