cmake: conditionally enable shared library support

When CONFIG_LLEXT is enabled, the Zephyr platform needs to enable dynamic
library support. This is done by setting the `TARGET_SUPPORTS_SHARED_LIBS`
property to `TRUE` in the global property scope.
