cavs: add missing macros to cAVS 1.8 



PLATFORM_RESET_MHE_AT_BOOT and
PLATFORM_DISABLE_L2CACHE_AT_BOOT have to be defined on cAVS 1.8
too, without them secondary cores cannot be used.
