soc/intel_adsp: Unify fake linker sections

There are multiple "fake" (not part of image) sections needless linked
to explicit addresses right now.  This should be cleaned up, but in
the meantime let's at least put their definitions all in one place so
they aren't cut/pasted into every platform.
