include: util: Add Z_DETECT_POINTER_OVERFLOW()

The Z_DETECT_POINTER_OVERFLOW() macro is intended detect whether
or not a buffer spans a region of memory that goes beyond the
highest possible address (thereby overflowing the pointer).
