net: l2: ppp: Assign IPv4 address received with IPCP

Store the IPv4 address into the local LCP options and set it
as the interface IP address once IPCP negotiation is complete.

Fix calling the correct function when an IPCP Configure Reject
is received carrying our local IP address.
