drivers: nxp_usb: Enable USB_DC_HAS_HS_SUPPORT conditionally 



Conditionally enable the USB_DC_HAS_HS_SUPPORT as the
USB_DC_NXP_LPCIP3511 controller can have both HS and FS only.
