mgmt/osdp: Change select SERIAL to imply SERIAL_SUPPORT_INTERRUPT 



OSDP subsys was doing a `select SERIAL` in its Kconfig. But this has
other unintended side effects. Change this to
`imply SERIAL_SUPPORT_INTERRUPT`.
