ARC: handle the difference of GNU & MWDT assembly for CONFIG_SMP=y 



Handle the difference of GNU & MWDT assembly for ARC-specific
code guarded by CONFIG_SMP define. That fixies SMP platforms build
with MWDT toolchain.
