tests: ibecc: Use Z_TEST_SKIP_IFNDEF() to skip tests

Remove #ifdefs and use macro Z_TEST_SKIP_IFNDEF(). Makes code cleaner
when removing #ifdefs for the price including little bit more code to
one test.
