mgmt: mcumgr: Add runtime taskstat tick usage 



Adds the runtime tick count of threads to mcumgr's taskstat response,
if CONFIG_SCHED_THREAD_USAGE is enabled, which reports the number of
execution cycles that each thread has been running for.
