include/sys_clock.h: simplify _NEED_PRECISE_TICK_MS_CONVERSION 



This is just hygiene. Some preprocessor logic is optimized, eliminating
a temporary (_NON_OPTIMIZED_TICKS_PER_SEC) in the process.
