sanitycheck: Relocate QEMU-specific code to QEMUHandler. 



This commit relocates the QEMU-specific code that currently resides in
ProjectBuilder.run to QEMUHandler.handle, in order to align with what
other handlers are doing.

For more details, refer to the PR #20573.
