tests: power_mgmt_multicore: Convert away from CONFIG_MP_NUM_CPUS 



Move BUILD_ASSERT to use CONFIG_MP_MAX_NUM_CPUS as we phase out
usage of CONFIG_MP_NUM_CPUS.
