twister: Refactor and extend quarantine implementation in twister

Implementation ported from TwisterV2.
- quarantine handled by separate module
- multiple yaml allowed from args: --quarantine-list
- scenarios, platforms, architectures keywords in
quarantine yaml are optional, if not given - means take it all
