runner: intel_adsp: add parameters --tool-opt

Add parameter for possible extending in the future, --tool-opt
passes arguments to execution of the run service.
Ex.
  --tool-opt=--arg='white space' --tool-opt=-r --tool-opt=12345

will be parsed as ['--arg=white space', '-r', '12345']
