drivers: wifi: siwx91x: Introduce flag for LIMIT_PACKET_BUF_PER_STA 



Introduced WIFI_SILABS_SIWX91X_LIMIT_PACKET_BUF_PER_STA.
This flag limits packet queues in AP mode.
