arch: arm: Introduce CPU_HAS_ARM_MPU and CPU_HAS_NXP_MPU options 



This commit introduces CPU_HAS_ARM_MPU and CPU_HAS_NXP_MPU options,
which indicate which flavour of MPU is supported by given SoC family.
