arm: core: cortex_m: introduce CPU_CORTEX_M_HAS_VTOR option 



Some ARMv6-M Cortex-M0+-based SOCs have VTOR register
and can relocate vector table just as ARMv7-M ones.
Vector table relocation path should be choosed
by VTOR presence, not by arch.
