net: openthread: add three configuration options 



Enable to configure:
- `OPENTHREAD_CONFIG_CLI_MAX_LINE_LENGTH`
- `OPENTHREAD_CONFIG_IP6_MAX_EXT_UCAST_ADDRS`
- `OPENTHREAD_CONFIG_IP6_MAX_EXT_MCAST_ADDRS`
