boards: riscv: Conditionalize pinmuxes on rv32m1_vega board 



Conditionalizes pinmuxes on associated driver configs (CONFIG_SERIAL,
CONFIG_I2C, etc.) for the rv32m1_vega board to avoid possible conflicts
between peripherals.
