drivers: bluetooth: slz_hci: Adapt to library BLOBs version 4.2.4 



Make HCI driver compatible to the updated versions of the
EFR32 Bluetooth library BLOBs consisting of:
* libbluetooth_controller
* libbgcommon
* librail
