tests: counter_basic_api: Enable tests for ARM CMSDK drivers 



Enable testing of counter (COUNTER_{D}TMR_CMSDK) on mps2_an385 and
enable timers on v2m_beetle (TIMER_{D}TMR_CMSDK).
