drivers: serial: uart_intel_lw: add driver 



Enable driver for intel lw uart.

Changes from review:
- refactor spinlock to inside of loop
- use menuconfig for kconfig
- add CONFIG_UART_INTEL_LW_AUTO_LINE_CTRL_POLL
