soc: arm: nxp: ke1xf: enable MCUX SCG clock controller driver 



Enable the MCUX SCG clock controller driver by default for the NXP
Kinetis KE1xF SoC series. Move the generic CLKOUT configuration from
SoC to the clock controller driver.
