pm_cpu_ops: remove setting CONFIG_PM_CPU_OPS_PSCI in defconfig

We drive the default setting of CONFIG_PM_CPU_OPS_PSCI via devicetree
so there is no need to set CONFIG_PM_CPU_OPS_PSCI in defconfig files.
