boards: st: stm32l1_disco: enable eeprom and watchdog

stm32l1_disco board from STMicroelectronics has eeprom and watchdog.
Enable those peripherals.

Tested using:
1. samples/drivers/eeprom
2. samples/drivers/watchdog
