Bluetooth: Remove conditionnal declaration of `bt_tbs_dbg_print_calls`

Remove conditionnal declaration of `bt_tbs_dbg_print_calls` in
`subsys/bluetooth/audio/tbs.h` so the function still exist even if the
debug is not enabled.
