Bluetooth: Controller: Fix BT_CTLR_DATA_LEN_UPDATE_SUPPORT selection

For the Nordic HW, the BT_CTLR_DATA_LEN_UPDATE_SUPPORT
does not require CCM HW enabled, hence support Data Length
Update if Encryption Support is disabled.
