cmake: check ZEPHYR_SDK_INSTALL_DIR is set

Check for ZEPHYR_SDK_INSTALL_DIR being invalid instead of
checking for SDK_VERSION being not defined. This change
relates to commit bb09c458 ("cmake: Prevent infinite
recursion").
