interrupt_controller: gic: Rework usage of CONFIG_MP_NUM_CPUS

Replace usage of CONFIG_MP_NUM_CPUS with CONFIG_MP_MAX_NUM_CPUS for
init and declaration as we phase out CONFIG_MP_NUM_CPUS usage.
