Bluetooth: Controller: Prepare to replace HAL_RADIO_ENABLE_ON_TICK_PPI 



Prepare to replace HAL_RADIO_ENABLE_ON_TICK_PPI with
independent use of HAL_RADIO_ENABLE_TX_ON_TICK_PPI and
HAL_RADIO_ENABLE_RX_ON_TICK_PPI.
