cmake: kconfig: pass EXTRA_DTC_FLAGS to kconfig for EDT init

Pass EXTRA_DTC_FLAGS to kconfig so the EDT object we have in
kconfigfunctions can use that to set warn_reg_unit_address_mismatch
properly.
