drivers: interrupt_controller: intc_shared: cond. forward sense cell

The shared interrupt controller depended on interrupt-cell sense
to inialize the interrupt using IRQ_CONNECT.
Forward the "sense" property only conditionally to be able to
use the driver all drivers that don't define it.
