arch: arc: replace ARC_EARLY_SOC_INIT with PLATFORM_RESET_HOOK

Use generic hook infrastrucutre instead of custom Kconfig and hooks for
ARC.

Replace soc_early_asm_init_percpu() with platform_reset()
