arch: arc: enable MPU_REQUIRES_NON_OVERLAPPING_REGIONS for arc mpu ver 3



arc mpu ver3 does not allow mpu region overlap, so need to enable
MPU_REQUIRES_NON_OVERLAPPING_REGIONS.
