tests: workq: Add timeout parameter

Add TEST_WORK_ITEM_WAIT_MS and TEST_SUBMIT_WAIT_MS config parameters
instead of hardcoded timeouts at kernel.workqueue test to allow its
customization on slow simulated platforms.
