bluetooth: host: buf: Remove redundant 'evt_discardable_count' check

CONFIG_BT_BUF_EVT_DISCARDABLE_COUNT is defined by default and the
value ranges from 1 to 255.
So, checking if this parameter is defined seems to be redundant
