modules: mbedtls: Enable PEM writing when PEM cert format is selected 



Enable the `MBEDTLS_PEM_WRITE_C` mbedtls configuration option when
`CONFIG_MBEDTLS_PEM_CERTIFICATE_FORMAT` is selected.
