posix: sched: use newlib-compatible SCHED_RR FIFO definitions

Zephyr's `SCHED_RR` and `SCHED_FIFO` definitions were slightly
different than Newlib's. Additionally, the test had hard-coded
magic numbers instead of using symbolic values.
