ARC: improve _ARCH_MEM_PARTITION_ALIGN_CHECK 



* split conditions check
* implement custom _ARCH_MEM_PARTITION_ALIGN_CHECK version
  for MWDT toolchain
* use uintptr_t instead of uint32_t for addresses
