samples: rtxxx-amp: amp_blinky: Disable for mimxrt700_evk/hifi4 



Add a build error conditional for mimxrt700_evk/mimxrt798s/cm33_cpu0,
thus disabling build for the hifi4 domain. Remove that target from
platform_allow in sample.yaml.
