driver: gpio: npcx: Add checking whether pad's configuration is valid 



In npcx series, not all GPIO pads support Multi-Input Wake-Up Unit
(MIWU) functionality. Hence, this CL adds checking whether GPIO's pad
configuration is valid first before using it.
